Proposed CRA Changes Threaten Fair Lending
Progress

The Bush administration is pushing a proposal
to weaken the Community Reinvestment Act (CRA),
which was passed in 1977 to combat redlining.
Since then, the CRA has been vital in
encouraging loans and investments in our
communities. Proposals by the Federal Deposit
Insurance Corporation and the Office of Thrift
Supervision would drastically weaken this law
-- setting the clock back on efforts to
rebuild our neighborhoods. You can help defeat
this proposal.

Full Funding for No Child Left Behind
President Bush has signed
into law the FY04 spending bill that
shortchanges Title I (grants to help
low-performing schools) of No Child Left Behind
by $6.2 billion. And on February 2, President
Bush submitted his 2005 budget proposal, once
again he failed to fully fund NCLB. The law
commits Congress to providing $20.5 billion for
Title I in FY 05, the Presidentıs budget
provides only $13.3 billion, a difference of
$7.2 billion. The President and the leadership
in the House and Senate continue to forget the
commitment they made to our kids to improve
their schools. NCLB can work if more teachers
can enhance their teaching skills in
professional development courses, if teachers
get more support in their work, and if parents
are kept better informed about their schools and
become more involved. But we are setting up our
schools and our children for failure if we
expect them to improve their performance without
providing them any additional resources. Please
contact President Bush and your Members of
Congress and ask them to fulfill the promises
they made to our children and our schools by
supporting $20.5 billion for Title I.
